I. On June 27, 1968, Johnson proposed a constitutional amendment lowering the voting age to eighteen. After enactment by the Congress and ratification by the states, his proposal took effect beginning with the 1972 elections.
II. I didn’t quit smoking until October 28, 1975, fifteen months before I became Secretary of Health, Education, and Welfare.
III. The Senate passed the bill in 1967 and the House in 1968, when Johnson signed it into law.
IV. A surcharge is a tax on a tax. If an individual’s taxes are $100, a 6 percent surcharge increases them by $6.
V. LBJ had more success with another request he made of Paley while he was in the Senate. As Paley told me the story, for years Johnson had pestered him to designate the Johnsons’ Austin TV station a mandatory buy for advertisers who purchased network time. Paley had refused. At 6 A.M. Austin time on the morning after the November 1954 elections, in which Democrats gained control of the Senate, Paley’s private line rang in his New York City apartment. “Bill,” Johnson said to the CBS Chairman, “you are talking to the next majority leader of the United States Senate, and I want that station to be a mandatory buy!” This time, Paley acceded to Johnson’s request.
VI. Warren Christopher, a Los Angeles lawyer, set up the dinner meeting at Chasen’s. The President called during the meal and told me to bring Christopher back to Washington that same evening. Johnson planned to interview Christopher, whom Ramsey Clark had recommended for the deputy attorney general’s post; and, if he liked him, to nominate him on the spot. He did, and a pleasantly surprised Christopher got the job the next day.49
